On February 22, 2010, the Office received a protected disclosure of wrongdoing that encompassed numerous allegations in relation to the actions of a Manager of four offices of Human Resources and Skills Development Canada (the Department). The information provided included anecdotal and physical evidence.
Ottawa, March 8, 2012 – The Public Sector Integrity Commissioner, Mario Dion, tabled his first Case Report of wrongdoing today in both Houses of Parliament. This report concluded that wrongdoing has been committed by a regional manager at Human Resources and Skills Development Canada. Commissioner Dion also identified some deficiencies within the Department itself.
On September 3, 2010, the Office of the Public Sector Integrity Commissioner of Canada (the Office) received a protected disclosure of wrongdoing pertaining to the actions of a Director General (DG) from the Canadian International Development Agency (CIDA). The discloser provided the Office with copies of emails between the DG and outside parties. Based on the contents of these emails, it appeared that the DG maintained professional relationships with the outside parties and that he was being remunerated for non-CIDA related activities.
Ottawa, February 5, 2013 – Another founded case of wrongdoing was tabled by the Public Sector Integrity Commissioner, Mario Dion, in both Houses of Parliament today. This report found that the actions of a Director General (DG) at the Canadian International Development Agency (CIDA) constitute wrongdoing under the Public Servants Disclosure Protection Act.
The Office of the Public Sector Integrity Commissioner of Canada was established in 2007 as an independent federal organization that reports to Parliament under the Public Servants Disclosure Protection Act. The Office receives, reviews and investigates allegations of wrongdoing within the federal public sector. It also helps protect current and former public servants who have made a protected disclosure or participated in an investigation from reprisals.

This report found that the actions of Ms. Shirish P. Chotalia, former Chairperson of the Canadian Human Rights Tribunal (CHRT) constituted gross mismanagement under the Public Servants Disclosure Protection Act.
